I stumbled on this instagram profile and really liked the style of it, was wondering if anyone know how to achieve such images.

He said that he uses a custom lightroom filter made by him.

I'd suggest you contact him and politely ask if he'd share his preset with you. The settings he uses on his images is part of his creative process, and he may be willing to share his secret sauce, or not.

The main effect is simply a little desaturation. Perhaps he uses this for all colors except skin tones.
