Preserving custom order in collections?

Exact Lightroom Version (Help menu > System Info): Classic CC (version 7.2)

I’m working in Collections. I rearrange some images into a custom order. When I select a group of these images and drag them into a new collection, they frequently (but not always) show up in a different order, even though the bottom toolbar says they are in “Custom Order”. This also happen if move the images using the “set to target” method.

How do I reliably copy images from one collection to another so that they stay in the same custom order?

Contrary to Talia, I find that Custom order is preserved with this method-

Select the photos in Collection-A (with Custom order),
Click the + on the Collections header,
[Create a collection], give a collection name,
Check [Include selected photos]
[Create]

I have not tested the method extensively as I have not needed this procedure.
If you drag photos from one source collection, or use to add to a 'Target' collection, the photos go to the end of the destination collection.
 
Thanks, this is very helpful. I also noticed that after re-installing LR, the add to target method for moving images between collections appears to be working again.
