It was prompted by a problem a poor fellow over on dpreview.com had: turns out you can add label names via the Default Metadata Panel, and these aren't in any label set. So they are quite tedious to remove, and not easy to find in searches. Not to mention you can wind up with problems like "To Do" vs "to do." I feel it should be a dropdown menu. But if you have other ideas or wanna improve this feature, post there where Adobe will see it.
