I am planning to move my Lightroom Classic system to a new computer system and I want to locate as many Missing Photos as possible before the move.
Most of my Missing photos are downloaded smart previews. I have a large catalog and thousands of missing downloaded-smart-previews have been identified

Is there a technique to find/resolve these missing downloaded-smart previews without doing each photo individually.

What do you mean with ‘downloaded smart previews’? Smart previews are sent to the cloud when you enable sync of a Lightroom Classic catalog and then start syncing photos from Lightroom Classic to the cloud. Normally there is no situation where Lightroom Classic would download smart previews from the cloud. There is one exception: if you sync second catalog, then the sync of the original catalog gets terminated and every smart preview that was uploaded to the cloud will now be downloaded as a new image in the newly synced catalog. That is because Lightroom Classic can only sync one single catalog. Is that what happened to you?

Thanks for your response. That may be what happened accidentally when I had problem with my Lightroom Classic system and lost a significant number of photos. What options do I have handle this situation for about 14,000 missing phots most of which are "downloaded -smart previews.
I want to move my photos to a new larger disk with a minimum of lost photos.

In that situation the smart previews are just like any other images. If Lightroom says they are missing, then you must find where they are and ‘reconnect’ them, before you can do anything else with them. The default location of downloaded images is a ‘MobileDownloads.lrdata’ file, which is located inside your catalog folder. This shows as a separate ‘device’ (like a different disk) in the Lightroom folder panel.
