I have just updated to the latest version of Lightroom. Before this I have got used to being able to move and rotate Radial Gradients. Suddenly, I can only approximately place a Radial Gradient - no rotation or movement. Is this baked in or is there some option to get back the previous functionality.

It still works the same as always on my Win10 system. Have you by chance got the Edit Pins hidden ("Show Edit Pins" on the Toolbar is set to "Never")? If so, change it to one of the other options to get the edit pin (and radial filter guide-line) showing, from which you can click and drag to re-position and rotate/re-size the gradient.
