Catalogue won't open

My active catalogue won't open and the following error message comes up.
The Lightroom catalog named “Lightroom 3 Catalog” cannot be opened because another application already has it opened.
I have restarted the computer and still getting the error message. There is no other program using the LR catalog.
Ideas anyone?

In the folder/directory where the catalog resides, look for a file named the same as the catalog, with the file type of *.LRCAT.LOCK. Delete that file. If you see one named .JOURNAL, leave it alone.
