Lightroom should open the correct catalog or give you an error message. What is the message?
Your post says that you are running an obsolete version of Lightroom. The current verision of Lightroom Classic is v10.4. Have you installed the latest version?

Take a look at this link for more suggestions. Some other Windows-7 users are having similar problems because of Security Protocols and "TLS"
