CC App update not responding

I want to update my LRC to the version just announced. The Update function in the Help menu doesn't work...inactive. and when I download the update the file won't open

I tried restarting, etc

You may also need to restart the Creative Cloud app and/or reboot the computer for the Creative Cloud app to refresh. Adobe staggers the roll-out of updates so as to not overload the update servers.

My Creative Cloud doesn't open when I double click on it.......??? thanks for your help

I supposedly reinstalled Creative Cloud. It said it would open after installing.....but it didn't. And, clicking on the icon does not open the app. Not sure what is going on.
Still can't bet LRC to do an uupdate......trying to do it through Creative Cloud
