Unexpected error opening catalog

Lightroom Classic 8.3.1
Operating System

I am unable to open the catalog with 8.3.1. When I roll back to version 8.2.1 the catalog opens as it should. I'm running Win 10 Pro version 10.0.17763.

Does anyone have any suggestions for resolving the catalog error for 8.3.1? I have installed and uninstalled it several times.

Are you using any third party plugins? If so, disable these and try again.
