Unable to import TIF files

I am unable to import TIF files. I have tried about five at this point. They are not multi-tiff. I try File - Add Photos, select the photo, click on Review for Import. Click on Add 1 Photo. Then the attached window appears. I have also tried importing these same files into Apple Photos with no luck. I have imported other TIF files into Apple Photos previously. I can view the problem TIF files in Preview, right click on them for Get Info, etc.

This was a permissions issue for the folders on my iMac where the various photos reside. The error from Apple Photos, once I expanded the window, indicated there was a permissions issue. The Lightroom error was not specific at all. I guess it is nice to have various photo managers to experiment with to help resolve issues when the error messages are lacking detail.
