Can someone tell me how to turn off LR noise and sharpening permanently rather than by photo or session?

There is no on/off button for Sharpening or Noise reduction. I guess what you can do is set all the sliders to zero?

Well, you might try applying a Preset that Zeros them or turn Off the Detail panel by clicking the little switch in the left end of the header for Detail, and then uncheck Detail by Right/Ctl clicking on the header do you don't see it anymore!
