trying to achieve effect

I've been trying to achieve this effect on an image for sometime now but can't figure it out if someone can point me in the right direction that would be awesome!

It seems as if you are trying to post images for us to view.
However it takes a few posts from you before they will load.

Perhaps Victoria (the site owner) can address this issue for you given the specific nature of the issue raised in your post.

Welcome to the forum. Without seeing your images, I can say that the solution is probably going to be a third party Lightroom Preset. IF the effect can be achieved in LR Otherwise this would be a task for Photoshop. My suggestion for you is toGoogle Lightroom Develop presets and search among this sites for images that match your goal. If you fine what you need you can download or purchase from the third party.
