Trouble with accessing help and online help

I just installed Lightroom and I can't get access to help or online help. When I try to access help, a dialog box opens with code language instead of a help index. When I try to access online help from inside the program, it tells me that it can't locate the web address used by the program to get to online help. Has anyone else had this problem? Any solutions? Thanks

You should be able to choose Help > Lightroom Help to access the help on your own system, without trying to connect to the online LiveDocs help, if you're having trouble connecting to the Internet. In addition, a PDF of the documentation comes with the app.

I have seen an uninstall/reinstall correct that problem on another Windows Machine.
