Well, indeed. So I went looking for it (does not seem to be a LR default setting) ....
You need to do: Tools -> Target Adjustment -> Hue
Then the controls show just like in Victoria's email.
And it works, great, thanks !!
 
Well hidden eh! I've just spotted that when the HSL/Color panel is set to Color, the icon disappears. I've used Lightroom for nearly 13 years... how did I not notice that before!! o_O
 
You can skip the Tools menu as it looks like doing as you described just changes it back to the HSL mode from Color.
So faster to just click on HSL then select the tool?
 
Yep, I think so. I don't use the Color view very often myself.
