Template to pad grey to 4x4 shot to 4x6 print aspect

Simple on-line print services available locally don't allow square aspect prints and insist on cropping down. Is it possible to make a template in LR that will pad in a 2x6 (or other) strip of neutral grey to an edge of a 4x4 (or other) crop on export?

Any pointers?

Have you tried "print to file" in the Print Module. That should fit the bill. Then you send them that file for printing.
