Solution
For "Location" data, only the GPS coordinates synce back and forth. Country code, country, state/province, city and sublocation do not.

This is noted in the Lightroom queen article: https://www.lightroomqueen.com/limitations-syncing-classic-with-cloud/

It is also discussed in the LRQ Missing Faq's book. In older versions of the FAQ book (I don't recall in which version it was changed) in the table of what does and doesn't sync, Columns 2 and 3 of the "Location (GPS)" row said "Yes, co-ordinates only", rather than just "yes" but the meaning is the same.
It has always had limitations coming from the Adobe cloud to Lightroom Classic.
Lightroom (cloud-based) and Lightroom Classic (desktop-based) sync most key photo metadata and edits in real-time, including flags, ratings caption GPS an develop settings, facilitating a two-way workflow. While photos, edits, and ratings sync seamlessly, keyword hierarchies and specific location data often only sync one-way from Classic to Cloud initially, and other data like history steps do not sync.

It appears that the sublocation data does not sync in either direction. (City, Region, Country)

Is this adding a new smart DNG for the Adobe Cloud or updating an existing image already in the Adobe Cloud. Syncing from Classic to cloud is one way, ONE TIME for many metadata fields . many metadata data fields can not be updated after that have been first time synced to the cloud.

I updated the original raw file with sublocation data in Lightroom before starting the sync down to LrC.

Other than Videos which only sync one time (LR to LrC). I'm not aware of other things that are on a one time model? Up untill a couple of releases ago with some precise steps one could get KW's to sync onetime from LrC to LR but that 'hack' hasn't worked for a couple of years.

That "hack" included location data as well as keywords, and I'm pretty sure that it was only keywords that were dropped so that it still works for location data.

You may be over panicking about time required. Let's say it takes 1 minute per folder to filter for then drag all the JPG's to the folder containing the RAW files. That's under 4 hours which is probably less time than you've spent dealing with this already. Once you get into a repetitive workflow pattern, these things tend to go faster than one imagines they would.

Things have definitely changed. All location data does now sync from LrC to Lightroom, and the previous "hack" is no longer needed, i.e. no need to clear any existing Smart Preview in LrC and then save metadata prior to sync. Adding data into any of the location fields before or after the image's initial sync will transfer to Lightroom, and any subsequent changes to the data in any of the location fields made in LrC will also sync to Lightroom. Bizarrely, however, clearing the data from any already-synced location field in LrC does not sync to Lightroom, which continues to show the previously synced data.

But changes or additions made in Lightroom still do not sync back to LrC.

I am on the latest release. When I sync from LrC to Lr only Sublocation and Country / Region sync to Lr (to Location and Country in Lr). However, neither City or State sync at all and are blank in Lr.

If after syncing I make changes to Sublocation, City, State or Country / Region in LrC then only Location reflects those changes in Lr.
If after syncing I make changes to Location, City, State / Province or Country in Lr no changes are reflected in LrC.

I have been updating the Sublocation data using search and dragging the photo to the pin, that generates the gps data. The Sublocation is also filled automatically (with long delay) by the program. As the Sublocation is only temporary one needs to click to accept of reject it. This Sublocation data and the gps data is also sync to Lr. It appears that suns is two all the time regardless of only once. I also find the Map module is very temperamental as it looses the temporary data as you move along the film strip. But when you comeback after slight delay it repopulates the fields.
During this mapping process I have managed to delete by accident few photos and they also disappeared from the cloud and they are not in the deleted folder in the cloud apps (Lr & iPad).
I am thinking of moving the deleted files from Lightroom classic’s photo folder and feeding it again from iPad. Does this process would sync full size originals to LrC?
By the way Map module does not have undelete option like Develop module.

Hard to follow this bouncing ball.

This actually makes sense if you have LrC set to automatically look up location info when GPS coordinates are present, and the only thing that seems to be firm is that GPS coordinates sync back and forth.

I wonder when this happened? I don't recall seeing any of this info in any release notes nor in my log of pertinient changes. I see in 13.3.1 a bug fix about "Location info goes missing after syncing images" but that's it.

Yes, it was in the 13.3 update, I remember commenting about that change (and the associated removal of the keywords hack) at the time. Not sure if it was in this forum, but it definitely was in the other forum. I'd forgotten about it until I retested again.

EDIT: Nothing in the release notes I think. In fact I wonder if was an accident of the wider syncing changes made at that time, it certainly feels like unintended behaviour, especially in light of Adobe's statement many years ago that no no sync functionality would be added to LrC.

I have managed crack it. (I hope/think so). After many false attempts.
Here is my definitive work flow to Sublocation and gps permanently in LrC & Lr with two way sync.

in map module search a specific unique location. It normally place a pin at that location. You can also manually move the pin location if you need to. The map search is only appropriate and normally OK to use as it is. If you need more accurate location enlarge the map and you could place a single or a group of photos in filmstrip to drag to a point you like .
At this point LrC fill the gps data and Sublocation info. If any of your entry in the field, delete them or it won’t fill the Sublocation info. Once it’s filled it normally fill this for all selected file together. Now you have the option to accept each field selecting the title and accepting.
The press Sync metadata by clicking the panel at the bottom right. In the popup table tick the filled fields and sync them. It should save all the info permanently with the Now this data should also sync with Lr provided there no manual entries in there. If it has manual entries, just delete that entry and the fields get synced automatically.
Once made permanent info won’t disappear as you move along the filmstrip.

Question from #13
During this mapping process I have managed to delete by accident few photos by accident and they also disappeared from the cloud and they are not in the deleted folder in the cloud apps (Lr & iPad). It is caused by too many pop up ask me to choose if I want to unsuccessfully the files. I think I said no, but these files disappeared Why? If are any preferences to stop these popups?
I am thinking of moving the deleted files from Lightroom classic’s photo folder and feeding it again from iPad. Does this process would sync full size originals to LrC? Or would I encounter problem with the catalog?
