Is it possible to configure the order that photos appear in smart collections?

right... was trying to see if there was a hidden trick for doing it...
 
You do still have the Sort Order options on the Tool Bar.
If you want a Custom sort (for images existing in the SC), you could select all in the Smart Collection and create a Standard Collection. Of course, the Std Collection will not update with changes to the SC. (Unless there is a Plugin for that :) )

Of course there is: the Sync Smart Collections command of the Any Source plugin. Friedl has a similar plugin. They're both intended for syncing smart collections with LR Cloud.
