Smart collection based on selected folder

Is there a way to create a smart folder that would base its filter only on the selected folder?

In other words, make smart folders act like normal filters?

No, though you can specify folder name in the smart collection. SCs are for fixed or standing queries, filters for when you're flailing about wildly.
