Is it possible to just have the option to show both files to selected folder or is it just global to the catalog?
 
The option Preferences > General > Treat JPEG Files Next To Raw Files As Separate Photos applies to all photos at the time of import, regardless of which folder you're in. So you can turn on the option, import photos to a specific folder, and then turn it off again.

If you have an existing folder for which you want to show the JPEGs separately: Turn off the option. In the Folders panel, right-click the folder and do Synchronize Folder.
