I am trying to set up the Publishing Service to Flickr.

The Plug -in Manager shows that Flickr is installed and running and that the plug-in is enabled.

I then go into the Publishing Manager to Authorise my account. I click on "Authorize", I then get the dialogue box saying"Lightroom needs your permission to upload images to Flickr ... etc"

I then click on the "Authorize" button and get the attached screen back from flickr, which looks perfectly normal. I then click on "OK, I'll Authorise it"

It comes back with "Do you want to allow this page to open "Adobe Lightroom 3?" Clicking on allow the screen goes blank and hangs. Obviously Cancel abandons the whole thing!

Any ideas or pointers would gratefully be received.

Robert

Welcome to the forum. These two dialogs are generated at Flickr. Considering that you are at LR version 8 (Classic) the LR3 reference seems a little bit the problem. When I try to authorize, the message box that I get says Classic as one would expect.
Go to the Lightroom Plugin Manager and check the Version for Flickr. It should be version 8.3.1.20190524-dcd7e2de
Add a New Flickr Publish Service and work your way through the Flickr authorization process again. Let me know if you still get the reference to Lightroom 3?

Do you still have Lightroom 3 installed? If so, I'd delete it.
