When I try to rename a folder in the folder section of LR2 I get the message LR2 can not move or rename folder. Why is this occurring? The folder is located on an external hard drive.

Do you have permissions to rename the folder ? Try renaming it with Explorer as a test.
Your profile is showing LR 1.' if this is the version you are using then make sure you upgrade to the latest version which is 1.4.1 for LR v1 or 2.6.1 for LR v2. These are free upgrades.
