I have about 10,000 photos in my LR cloud and those date all the way back to 5 years ago when I was just learning. I have thousands of practice shots and screenshots from my phone that automatically uploaded to the cloud. I just turned off auto upload from my phone, but the damage was already done lol.

I would like to delete everything in the cloud, every single photo, and start over with just the photos I select from my folders that I have to sync in LR. How would I go about doing that?

Presumably, these photos are in your LrC Synced Photos Special collection. Removing them from this special collection will remove them from the cloud. However, if you such from LrC standard collections the photos that you want in the cloud, you will only copy proxy Smart DNGs to the cloud and these will not count toward your LR cloud plan storage limits. If you want to get full size images to the cloud, you will need to import them via the Lr App on the computer.
