I imported a series of Raw Canon images with Embedded and Sidecar Previews. I also imported them using "Apply During Import" develop settings that I created before my latest update of Lightroom CC. When I go to the Develop module and start advancing from one image to the next using the arrow key, the image screen goes bright red for 3-4 seconds before the image materializes. I tried importing other images with different preview settings and without the user develop settings. It appears the user develop settings creates the red screen, because if I import images without any user develop settings selected, there is no red screen. Any ideas what might be causing this and how to fix it?

It’s probably the preview getting generated. The red screen could mean that the GPU acelleration has a glitch, so you can try to turn that off in Lightroom Preferences - Performance. Or you could ignore it...
