Red eye tool missing

I just got a 64-bit system and installed Lightroom 2.3. In the Develop the Red Eye Tool is not there. In fact all that's there is the Loupe Tool and cycle Before/After. Where is this stuff and how do I get it to show up?

Welcome, with the LR2 upgrade the new algorithms for processing are so advanced that the tools have been removed as being superfluous.
