When I export raw files as tiffs or jpegs, then open in photoshop elements, they always look dark and need levels to be adjusted. Anyone know where there may be a setting to correct this?
 
Probably your color space. When you export, make the color space sRGB, or at least make sure that when you open the images in other programs you use the same colors space as your raw file, but sRGB is pretty much the standard used.
 
This can also be an badly or un-Calibrated Screen Profile. LR is more profile aware for the scene than other apps, including PSCS.

There are two things to consider here, first the color space you define in LR when you export your files and, second, the color space you define in Elements under "Edit-Color Settings". I use the "Allow me to choose" option in Elements. If there is an embedded color space present in the file, Elements will use it. If not, it will ask for your preference.

Sounds like a color space mismatch to me, check it out and post your Export settings and Elements settings if you can't get it straightened out. Someone here can probably help, given more info.
