You want a print in inches. The Printer prints in dots per inch. Your image is recorded in pixels A Pixel has no dimension. The Aspect ratio of the print is 17:22. the Aspect ratio of the image out of the camera is 2:3. Since they do not match, you need to crop the image to an aspect ratio of 17:22 in Lightroom. The result will be an image that is X pixels high and y pixels wide.
You will want to print x pixels on the 8.5" side and y pixels on the 11" side. An ideal print would be 1 pixel per dot and 300 dots per inch (dpi). That would translate into an image that is 2550 px X 3300 px. As Long as the image is cropped to the 17:22 aspect ratio you can print an 8.5"X11" print as long as you have enough pixels to print and maintain the necessary resolution. Printing at less than 300 pixels per inch (ppi) can be acceptable AND more than 300 ppi is fine since the printer will translate pixels to dots to fit the paper.
