Can one have Topaz and Nik Software as a plug in LR? I see plug-ins but not sure.
 
Not your fault, but it's not 100% clear which Lightroom you mean. It looks like you are asking about what is now called Lightroom Classic. This does support those apps as "external editors" rather than true plugins. So look in Preferences > External Editors. Nik for example adds its apps as external editors in its own installation routine.
 
But where does it show up after to use it? And does one have to just use one portion of the collection at a time? When I click on the collection it then goes to each app within that.

And where does it show up after it is there?
