Placing image off center in photo

Hello all:

I am printing 3 up on a 8.5x11 paper, attempting to simulate 3 instax wide photos. I've created a user template for the outside dimensions of the photos. My question is how to place the photo in the space created so that the bottom margin is larger than the other 3 margins. If I use Photo Border they will all be equal. Thanks.
 
Not quite sure what you are asking.
"Margins" only adjust the 'outer' page margins (not each photo Cell)
Can you explain more (with a diagram perhaps)

If you want to create a border that looks like the 'Polaroid Instant' white frame, then I think that might be a job for Photoshop.

Thanks. I think you are correct. I'm not particularly familiar with Photoshop however I'll give it a try. I'm working on a project so don't have much time for the inevitable learning curve.
 
A thought- If you were to use a template, or even a blank white photo, of an instax photo, you could add this to a Custom Package Print and then overlay photos above.
