I have the latest version, but the new select tool does not appear, just quick select and magic wand as normal. Also I believe the colour palette swatches has changed, but this is not available either. Any idea why, I am using Windows 10.

Click on the three dots at the bottom of the toolbar. You have saved a customized toolbar, and that means that the new tools will have to be added to that by using 'Edit Toolbar'

Great thanks, the rest tool bar did the job in the customise window.
