Photo Syncing Is Stalled on 322 Photos

I have been having some organisational issues in Lightroom and trying to get everything tidy now. I am nearly there, but now I have 322 photos 'Syncing' but nothing is syncing.

I have read about going to the Lightroom folder in AppData and removing the folder for Syncdata. This folder though doesnt have Syncdata.ircl file in there, which I believe it should do?

So now I am completely stuck. I have no idea where these 322 photos syncing have come from, as it was all up to date a couple of days ago, but I have been removing some photos from my catalog and important a few 'new' ones.

The location changed in 9.0 and the file is now next to your catalog (in the same folder)

Thank you. I thought that might be the case, but I cant find a file of that name in there. There is a folder 'Lightroom Catalog Sync.Irdata' - should I delete this whole folder as opposed to an individual file?
