I use a special panel end mark with a graphic of the Colour Labels I set.

is there any way to change the location of this (currently at C:\Users\xxxxx\AppData\Roaming\Adobe\Lightroom\Panel End Marks)

I'd like to place it on OneDrive so my laptop has access to the same file (and perhaps more importantly any future amends)

You can use a symbolic link Colin. Try Symlinker by amd989
