Painting out a layer

I am trying to paint out a section of the top layer of an over exposed stained glass window to reveal the properly exposed 2nd layer window. Using the black brush, what I get is shown in the attached image, the white brush removes the work of the black brush which is what I would expect. This is really simple stuff, I have done it plenty of times in the past with no trouble. Where am I going wrong please?
 
It is me again with a different screenshot showing the result I get painting the mask in black. It seems the first did not attach to the post, sorry.

Along those lines, also check the Opacity of the brush itself, up in the options bar, and make sure it’s 100%.
