Oddity between LR mobile and LR Web (cloud based)

[This was a little tricky to explain so please read carefully]
I have found an oddity (discrepancy) between the metadata info in LR mobile and LR web (cloud based). Location information for some photos is available in LR web but not LR mobile.
Photos were edited in LRC with keywords and metadata added and the photos were then synced to the cloud as smart previews which can be viewed in both LR mobile and LR web.
Since LRC v 13.3 keywords no longer sync to the cloud. However, Location data and Country data as added in LRC does still sync (but not State / Province or City) (whether supposed to or not).

Now the discrepancy I have found is between the "Location" metadata that can be seen in LR mobile and LR web. When using the Filter > Location there are far more locations listed in LR web than are listed in LR mobile. So basically LR mobile is not showing the location data that is clearly in the cloud because it can be seen in LR web. I have a particular photo with a unique name as the Location which appears clearly in LR web and can also be found under a general search in LR web. However, this unique Location is not listed under the Location List in LR mobile and it cannot be found under the general search. However, when searching for the Country, that particular photo was found in the search so it does not appear to be an issue with the photo which I have de-synced and re-synced with the same result.

So my question is why is this happening. Why is there a difference between the Location info in LR web and LR mobile ? Is this a bug in LR mobile ? Is the "Location" metadata still intended to be synced from LRC ? If still intended and not a bug then why can Location data be seen in LR web but not LR mobile ?
 
Do you really mean Lr Web, ie in a web browser? I didn't think it could filter on locations.

If you're talking Lightroom Desktop, I would also look at GPS as any discrepancy with Lr Mobile might be due to LrD looking up locations and Lr Mobile not doing so.

Sorry yes I meant Lightroom Desktop. I’ve lost track of the terminology. That sounds plausible. I will look into it. So does GPS data trump a written Location added to metadata ?

No, it's the other way round. So if the written Location is empty, a reverse-geotagged Location would be shown in LrD. I thought that would mean it would also be shown in LrM, but maybe there's a timing difference or some other reason why the locations might not show in LrM.
