Noise reduction is not activated in fit screen?

I run a dual monitor setup, one screen has the standard lightroom and the other screen show the image with fit screen.
The problem I have is for instance I'm working on a picture taken in ISO 64'' that have some color noise. I adjust the color noise slider and I do not see any difference on the screen.
If I put the second monitor to a 1:1 Resolution, the noise reduction is applied.
I would like the noise reduction to be applyed at any resolution.
Is it possible?
I'm using LR 2.4

If you look in the Detail Section of the Right Panel, you will see a little triangle enclosing a [!] when you mouseover this triangle you see in the tooltips a notice that says "A zoom level of 1:1 or greater is required to see this effect." This applies to both sharpening and Noise reduction.
FWIW, I have fould LR Noise removal to be less robust that other tools and applications. My preference is Noise Ninja but it's plugin for LR only works as an external app and not as a filter on the RAW file.

The only way to see the effect of NR at less than 1:1, is to apply the NR in develop module, switch to Library, render 1:1 previews, and then select a lesser zoom in grid/loupe.

Note that this will be a 'polite fiction', because the lesser zoom previews will be downsampled for the chosen screen parameters, and won't truly reflect the underlying foundation pixels.

Also note, that contrary to Cletus' experience, other folks report abandoning external NR tools in favor of Lr's effective and simple system. Clearly it's a matter of personal taste, with no 'right' or 'wrong' answer and of course your mileage may vary. I find Lr's built-ins sufficient for the huge majority of my simple needs.

To extend what Brad said: If you are a pixel-peeper and compare noise at 1''% on a screen with LR and NN side-by-side, LR usually comes out on the bad end. If, however, paper or smaller-that-full-megapixels is your final output, it is likely that the Noise Ninja results will be virtually indistinguishable from the LR noise reduction.

Well with my D7'' in my normal workflow, noise is rarely an issue and lightroom does a good enough job to remove chroma noise.
