In the latest version of Lightroom Classic CC there are new lightroom profiles for RAW photos.

There is one called Adobe Color which I thought was the default yet when I open one of my previous photos it still is on Adobe Standard.

Is this because they view this as a "legacy" photo? Will new images I import default to Adobe Color or is there a preference that needs to be set someplace?

Yes, it is because your old photos are considered legacy. Adobe don't want to apply a completely new Profile to existing images as that will change the editing you did on your old photos. They leave it to you to decide if you want to change old photos.
