Need to restart to start syncing

I'm using the latest version 12.5 and for the last couple of weeks the following behavior is happening.
When I start Lightroom syncing doesn't work , I need to go into Preferences, Lightroom Sync and click Restart Lightroom Classic.
In the past this was required occasionally for whatever reasons but now it is systematically required, I need to start the program twice every single time or it won't sync.
I know it's a minor nuisance but it's still annoying. Does anyone else have the same problem and is there a fix

I see this about half the time. I primarily sync shots to LRC from my Smart phone. If I sync from the phone to the cloud when I have LRC on, and have not synced anything new, then LRC does not sync. If I get them all up to the cloud before starting LRC, then it seems to sync properly. And after that, it seems to pick up new ones ok. It is almost behaving like the old "prime the pump" routine.
 
I have the same issue. I open lightroom classic, sync doesn't work (and synced folders don't have the little sync icon). I just close lightroom (without making a backup, no idea if that makes a difference) and reopen and it works.

What do you mean by "doesn't work"?
I initially had this problem in LrC 12.5. I created a Collection and the option to sync was not in the create dialog. I restarted and the sync option was restored. where-are-my-collection-sync-icons.48525

I mean it behaves as if I had no synced images in my library, actually. So, the little checkmark top right says I'm "all synced" and all the little sync arrows next to my synced folders are missing. Screenshots attached. I'm actually struggling with this right now and have restarted LrC five times and still "no sync"

It's "on and off": sometimes I open LrC and all the sync data is there, sometimes it isn't. Right now I'm actually trying to troubleshoot a problem with 300+ photos stuck in the sync queue (when LrC sync is "active").

Is this clearer?

I still see this issue about 1/2 the time. I have not had the same volume issue that you seem to have.
I tend to sync only a few photos at a time (10-50) from my iPhone to my desktop LR Classic.

I have sometimes had to check with LR Cloudy to be sure everything actually made it to the cloud.
If all photos were there, a restart of LR always seems to work.
 
I finally managed to get LrC to "wake up" again after half a dozen restarts, logging out and in, computer reboot (not sure anything here really helped except rebooting).

Now I can try and figure out why my last batch of photos doesn't want to sync!
 
Seems resetting my preferences file worked. Until at some point it didn't (I'd opened another catalog in between, maybe the cause?). Seems to be working now, but we'll see what time says.
