Can someone please explain how to move images from one place in the filmstrip section of the develop mode to another?

Welcome to the forum!

Sure. Click on the image in the filmstrip, not the border, and drag the image where you want it to be.

If you are in "All photographs" or "Previous Import" or a smart collection, you cannot re-order your images.

Or in a folder that has subfolders too.
