'Im trying to align folders in the left panel by sliding the folder over but can not find it. Also can the same thing be done in the collections panel?

I’m not sure what you mean by Align. The folder panel is a hierarchy just like in Explorer/Finder. Parent folders don’t “align” with child folders. Child folders are always offset to the right of their parent folders.

If you are trying to move a child folder to be at the same level as its parent, you need to drag it above its parent and between that parent and it next sibling.

A better explanation of what you are trying to achieve perhaps with a screen shot might help us understand
