I have been straightening out my Library (which somehow got messed up when I upgraded LR and Mac's OS to the latest versions, had systems crashes, and then went back to 10.0 and Catalina).
I have been attempting to move files - lots of them - back to the folders and sub-folders they were originally in. When I try this, the upper left of LR indicates files are attempting to move... unsuccessfully.
I found a work around where I create a sub-folder with the name, say, "Portland II" because the files don't move into original sub-folder "Portland", but, somehow, do successfully move into "Portland II", the new sub-folder I just created.
Also, another clue for this strange behavior is in the Activity Log. Under CPU usage, I shows 87% idle, about 9% user, and about 4% system.
