"Minimize" window status in Photoshop

So, here's the thing. I rely on a Wndows utility called "Sizer" to control and/or reset the size and position of various desktop applications, so that the apps display at specified dimensions and position on the desktop. The Sizer utility works fine with both LR and LrC, but not Photoshop (my version is current = 23.02). On my desktop I can certainly manually resize PS so it displays the way I want it to, but once I close it and redopen it, it simply reverts to the full size of my monitor, both in the intial Max and Min windows state. This is very annoying!

Anyone know of a Windows utility that will work with PS like Sizer does with LR and LrC?
