Solution
Local Adjustment presets (AKA Brush Presets) are available in a limited fashion. There are a group of Adobe Supplied presets available but User created presets are not yet available.

Thank you Rikk. I kind of thought that was the answer but I needed some conformation. I have a few of my own adjustments I really wish I could make a preset for. Maybe in the next update. I mean there are already some, so it doesn't seem like much of a stretch to be able to add your own. It seems like they always want Classic to have some things the cloud version doesn't

Wait, I can make mask presets on the iPad and cloud desktop. Am I missing something in the question?

The question was indeed not very clear. To me, a preset that creates a mask is a mask preset, but the OP was referring to the local adjustment presets that Lightroom Classic has, where you save a preset for the slider settings that can be used in a mask. These presets can be selected under 'Effects' in the mask panel of Lightroom Classic.

I have a few of my own adjustments I really wish I could make a preset for.
The workaround for now is if you usually use those adjustments on a specific type of mask, create a "normal" preset with a sample mask and your adjustments. When you come to use it, you just edit the mask or "add" to the mask and delete the previous selection.

For example, if you have settings you often apply using a gradient but occasionally use as a brush, create a linear gradient mask and those settings and save it as a preset. Apply the preset to a different photo, then select that mask, delete the gradient component created by the preset and click Add to add to the mask using a brush instead.

Yes and no. They're trying to avoid feature-creep and keep things simple for newer users, so the threshold for adding things to the cloud version could be considered slightly higher. That said, I think adding your own is a logical progression since they've added the built in presets pop-up.
