Howdy; coming back to The LR Queen to ask the important question - did something change in Creative Cloud processes lately?
Can we no longer CHOOSE which version to update to / install?

In our work systems we have need to have everyone stay on the same version, if possible, for compatibility of sharing catalog files. Some are locked at the 13.4 level (corporate licensing) so I don't want my one workstation to skip ahead to 13.5

No, nothing changed. In the CC pp Preferences, Apps, just take off the Auto-update for Classic.
 
If you are already on 13.5, then uninstall it and then in the Creative Cloud app click the three dots next to the Install button. That gives you a pop-up menu with earlier versions. Just note that 13.4 and 13.5 are fully compatible. There was no catalog upgrade in between these versions.
