Whycliffes, yes and no. You can't create the frame in Lr, but you can add an existing frame to a Lr image using a technique called TPI, Transparent PNG Items. Read up on it here: Lightroom Extra. (Once on the site, click Download on the top menu bar, and look about 2/3s down the page for TPI.)

I believe Tim Armes, LR2/Mogrify, a Lr plug-in, offers some framing capability as well.
 
The TPI method is very nice but it does point out that Identity Plate has two meanings in LR which can lead to some confusion.
 
Gene, I can recommend LR2/Mogrify as it is very straigh forward to include borders, text and watermark images.
 
Thanks. I use LR2/Mogrify all the time. I was just pointing out that the term Identity Plate could lead to some confusion for users since it's used in such different ways in different parts of LR. ;)
 
Gene, very true, the '57 pixel height' (or whatever it is exactly?) recommendation for the internal Identity plate, does frequently get misconstrued in the output modules usage.
 
Very good solution to adding frames, is there any way to force lightroom to strech the frame picture to fit the photo, now i have to manually strech every frame to fit the photo ?
