I want to switch from LR to LR Classic. If I sync my LRC catalog will it download my LR (cloud version) photos?

Yes it will. But before turning on Sync in the LrC catalog, consider where you want the downloaded images to be stored on a local hard drive. The default location is an obscure sub-folder in the User's AppData>Local folder, but you can change that location to one of your own choosing on the LrC Preferences>Lightroom Sync tab. There you can also elect to have the images stored in one of the standard capture date-based folder schemes. Best to set that all up before you start syncing in the LrC catalog.

Does this path capture the meta data?

All bar those metadata items which do not sync (keywords, locations, faces).

If this is a one way migration. Why not export from Cloud the original + settings on the export. And then import the images directly in Classic?
This should pick up all the meta data. You lose edit history, but that would be a minor loss compared to losing the metadata.

Or could we sync; then export originals + settings. Close LrC, replace the local files in Classic with the fresh export.
Then open classic and tell Classic to sync the meta-data.

Yes, there are several ways of doing that reverse migration, I was simply responding to the specific question about using the LrC route.

Doing the export as original does indeed save more of the metadata, but loses the album/collection info (which may be more important to the user than keywords or location data).

Horses for courses.
