Library module LR "Create Virtual Copy" greyed out

LR is being very buggy. Frequently when I attempt to create a Virtual Copy it is greyed out and I have to restart LR and then it works. Yes, I've chosen a photo. Yesterday I made about six prints and three times I had to restart to create a Virtual Copy. I've attempted it in both Library and Develop module to no avail. I've tried the usual: reset prefererences, then un install and reinstall, then the nuclear option: the Creative Cloud Cleaner. Last month it was working fine. Any insights on what else to try? Is there a known bug happening?

LrC v14.2 is very stable. I note a much longer delay to get Badges, Flags and info to display. And otherwise get a screen to fully refresh.

If you are having problems getting a new VC menu item to show, I think it is more likely something in your setup or OS configuration. Resetting preferences cures a lot of quirky unexplainable. I would start there.

Thanks for this response! As noted in my original post, resetting the preferences was the first thing I tried. But it didn’t work… I am confused by your statement that it might be something about my OS configuration. What exactly? I have no idea what to do with that information.
 
If you have tried all options .... and if not already suggested.

Create a new test catalog. Import one image. Create a virtual copy...

If that works.... then focus is on integrity of the catalog..
 
A number of people have reported Create Virtual Copy being greyed out in LR 14. A couple have reported that doing File > Optimize Catalog and restarting LR fixed the problem: https://community.adobe.com/t5/ligh...l-copy-option-grayed-out/m-p/14955781#M385318

If that doesn't help, try creating a new catalog and doing File > Import From Another Catalog and select your main catalog. That often fixes catalog inconsistencies, at the expense of losing the connection between your published collections and the publish service (e.g. Flickr, but not collections synced with LR Cloud).

The previously synced collections will still be present in the new catalog, but will not be set to sync and the "All Synced Photographs" will be empty.

If you then sync this new catalog there may be significant impact on syncing with Lr/Cloud (if you're doing that) DO NOT DISCOUNT THIS.

I have verified the problems outlined in the article with multiple tests on my Windows machine using various post Lrc/13.3 versions but others have reported mixed results.
 
Thanks for all of the comments and suggestions. I was unable to optimize my LR Catalog, I waited a couple of hours and the wheel just kept spinning. So after unsuccessful attempts at fixing the problem by uninstalling and reinstalling and using Creative Cloud Cleaner to purge LR files from my OS, I did two things that finally solved the problem. First I went to both OS/Library and OS/~Library Preferences and deleted a number of LR plist files, then I created a new LR catalog and imported my data from on old catalog and the problem was solved. Curiously, it wouldn't import the most recent catalogs...I had to go back a week and then it would import.
