Is there any simple way to use DxO/Nik Effects with LR cloud? The only thing I can think of is configure it in Photoshop, then use Edit in PS from LR.

Downside is - I think - I end up with two files in cloud storage, and local (RAW and TIFF).

Correct. There is no way you can use DxO/Nik Effects on a raw file and keep it a raw file in the Lr ecosystem at the same time.
