I am in the middle of creating a new catalog, and LR is frozen. If I exit LightRoom and restart, will it start from where it left off?

Are you sure you mean Local Folders on Lightroom Desktop? You only create catalogs in Lightroom Classic.

Thanks for the question I'm using Classic. Having a terrible time differentiating the similar names.

It's still frozen, and a little more than halfway through the import of some 48,000 photos.

That is why we ask for a version number for clarity and disambiguation.

If LrC is frozen, I suspect you have run out of working storage (Free space on C:\). You need at least. 100GB free for all apps to create temporary files in working storage. LrC uses this a lot when importing as every file need at lease one temporary files and probably more for creating previews and staging.

It is OK to cancel LrC but this might leave behind the sentinel file {catalog}.lock which needs to be deleted before your catalog will open again in LrC

After rebooting to clear working storage for all apps and making sure that you have sufficient free space available. You can begin the import again. If the “Do not import suspected duplicates” checkbox is checked. You won’t reimport the files already imported.
