Develop module Lightroom "Access Denied" when killing process, AND photo does not load at all

I have around 2100 photos in 1 folder / catalog and have edited almost 1400 photos already. All smart previews were built for the RAW a7rii photos.

When it came to the 1401th photo, it just got stuck at the "loading" screen, with a pixelated photo displayed. I checked in Windows Explorer and the raw files were not corrupted.

Tried restarting LR7.4 but couldn't. Tried to kill the process and it said access denied.

Restarted in Safe mode and reopened LR - same problem.

Tried rebuilding smart previews. Successfully deleted smart preview but unable to build new smart previews.

out of options here. anyone able to help?
 
Hmmm... Is it just that one photo causing the problem?
If it's just that one, it might be possible for the jpg preview inside the raw file (which is what Windows Explorer is likely showing) to not be corrupted, but the raw data could be.
If it's others as well, then I'm not sure.
