Sharing this info in case anyone else ran into a similar situation.
I had upgraded from LR 1.4 to LR 2.3, and could no longer Edit my Metadata Presets either by going in from the top drop down for "Metadata" on the Library screen or when I would open an "Import" session and go there to edit presets. In either case the LR 2.3 would freeze and only going to Windows Task Manager and forcing a close of LR would get me going (although other Windows apps running at the time would continue to function as far as I tested).
Tried uninstalling some recently loaded suspect programs like a google mail popup notification recently installed. No help.
Tried removing all the old preference files and letting LR make a new default. No help.
Tried a few more things too, but to cut to the chase, here is what worked -- I found this suggestion at Adobe:
5. Re-create the Photoshop Lightroom preferences file.
Re-create the Photoshop Lightroom 2.' and 1.x preferences files to eliminate problems that a damaged preferences file might cause. If you do not delete your 1.x preferences as well as your 2.' preferences, other issues may occur.
