Lack of sharpness in export jpg

Maybe this is a dumb question, but when I export a picture for email it's not near as sharp as the LR version. Is this because it's been resized?

My son has a blackeye. I took a picture of his eye. In LR you can see the individual eyelashes and eye brow hairs. And the eye itself is very sharp, but not in the email version. And I do do the export sharpening.

This really bugs me! I see sharp resized pictures in different forums and blogs. How do you keep your pictures sharp in export?

How big's the exported image in pixel dimensions? And what are you viewing it in?

I did one export at 64'x64' and then other at 8''x533 and that did look better. I export them to a file on my desktop and view them in windows viewer as this is the most likely way the people I email to will view them.

also... what quality are you choosing for the jpg images ?
